The Secretary General is responsible for the day-to-day running of the European Youth Forum Secretariat. For political matters, though, there is a Bureau composed of a President, 2 Vice-Presidents and 8 members who have the political responsibility for the European Youth Forum in between statutory meetings (General Assembly and Council of Members).
Once every two years, the member organisations convene for a General Assembly where they adopt a two-year work plan setting out the European Youth Forum's priorities. However, twice a year the member organisations also meet within the Council of Members to further develop European Youth Forum policies. In between these statutory meetings, the President and Bureau are responsible together with the Secretary General in his capacity as day-to-day manager of the Secretariat.

The European Youth Forum gets an annual grant from the European Commission following a decision by the Council and the European Parliament. It also receives a small co-ordinating grant from the Council of Europe. The accounts are audited by internal auditors elected among the members and by an external auditing company as well as by the financial services of the European Commission.
Only independent non-governmental organisations based in Europe that meet the criteria outlined in the European Youth Forum statutes can join the European Youth Forum.

The European Youth Forum is a European international organisation, which was established in 1996 by national youth councils and international non-governmental youth organisations. It works as the successor of the Council of European National Youth Committees (CENYC) and the European Co-ordination Bureau of International Non-Governmental Youth Organisations (ECB), which had been representing youth interests since the 1960s. It works through the Youth Forum of the European Union (YFEU), which acts as a bridge between the European Youth Forum and the institutions of the European Union.
