Initiate debate among youth organisations on the future of the European Union

Create a network of committed multipliers for the debates and outcomes of the activity

Interact with the decision makers and develop an input from the side of youth organisations towards the Berlin European Council

Prepare the basic discussion document and set up a process leading up to the Youth Summit in Rome
The themes of the pre-Summit
The discussion at the pre-Summit were structured under six thematic headings. Moreover, for each heading, more specific questions for discussion were developed:
- The future of the EU: what with the Constitutional Treaty?
- A Social and Economic Model for Europe
- Sustainable Development
- Europe ’s role in a globalised world
- Building democracy and civil society in Europe
- Youth and Education in the EU

Outcome of the pre-Summit
The main result of the pre-Summit is a discussion document which serves as a first youth contribution to the Berlin Summit of the European Council and which will be the basis for the national discussions and discussions within INGYOs that follow.
The structure of pre-Summit

The pre-Summit comprised three full working days. After the official opening and plenary interventions, the participants have been working in six working groups according to the thematic headings mentioned above. The discussion document have been prepared by rapporteurs appointed by the working groups, on the basis of the results of the discussions. One half-day block was devoted to the preparation of the follow-up of the discussion document at national level and within INGYOs. The discussion document was also officially handed over to the Commission, the European Parliament and the German Presidency. |
