4. Building resilience and change

Youth organisations today operate in environments that are constantly changing.

Funding is uncertain. New risks affecting young people’s wellbeing are constantly emerging. And organisations are expected not only to deliver impact, but to adapt, respond, and remain stable under pressure.

These pressures do not affect organisations in isolation. Like coral reefs under stress, from  climate change or the spread of invasive species such as lionfish, they can weaken the systems that allow youth organisations to thrive.

This is where two key concepts become especially powerful when combined: resilience framework and Theory of Change (ToC).

Resilience framework

A resilience framework is a structured, actionable approach that helps you and your organisation prepare for, adapt to, and recover from challenges.

Resilience is not about avoiding risk entirely. It is about being prepared, adapting quickly (proactively, rather than retroactively) and protecting both people and mission.

In this toolkit, resilience is approached as a practical process, through steps such as:

  • context scanning
  • risk analysis
  • mitigation strategies
  • continuity & wellbeing planning

Theory of Change

A Theory of Change, is a structured way of explaining how and why your work leads to change. It helps you define your goals, map the steps needed to achieve them and connect your activities to long-term impact for young people. It makes your thought process  visible and helps you design programmes that are intentional, evidence-informed, and measurable.

For youth organisations working in challenging environments, a Theory of Change can also act as a practical guide. It supports you in planning strategically while remaining flexible and responsive to risks and opportunities. It strengthens your ability to communicate your vision, justify your strategies, and navigate restrictive or uncertain contexts more effectively.

Why this matters

While these two approaches are often used separately, they are powerful when combined.

Resilience framework focuses on how your organisation operates in a changing environment. Theory of Change focuses on what change you are trying to create and how it happens. When integrated, they allow you to design programmes that are not only impactful, but also adaptive, realistic, and sustainable.

In practical terms, this means:

  • Using resilience thinking to inform your decisions and strategies
  • Using Theory of Change to structure and communicate your impact pathway
  • Ensuring that your overall strategy, as well as the different activities and plans can all withstand challenges while still delivering meaningful outcomes for youth

From a resilience framework to a Theory of Change

A resilience framework helps organisations understand the conditions in which they operate. A Theory of Change then helps them plan how change can happen within those conditions. Together, the two concepts help organisations design strategies that are both impactful and resilient.

What this chapter offers

It guides you through:

  • Understanding your context and identifying risks
  • Strengthening your organisational response and continuity
  • Translating these insights into a clear and actionable Theory of Change

In the session outlines below you will find theoretical explanations alongside practical exercises. These are designed to help you reflect on your own organisation, apply the concepts step by step, and build a model that is both strategic and grounded in your reality.

Step 1: Civic space under pressure "Building resilience and change"

In the session above, you analysed your context, risks, and organisational responses using a resilience framework.

The insights generated through the context scan, risk matrix, mitigation planning, and continuity reflection can now be used to strengthen your Theory of Change. They help identify assumptions, external factors, risks, and adaptive strategies that may influence how change happens in practice.

If you are using the Theory of Change session outline below independently, participants can reflect on these elements based on their own organisational experience.

Step 2: "Building resilience and change: Theory of Change for uncertain environments"

Considering that the session on Theory of Change is heavy on theory you can additionally use the presentation that was originally prepared for The Academy 2025. This will allow you to go more in depth and better support the participants in understanding this complex yet extremely useful concept.

Using this session alongside other strategic planning tools

This session can be used on its own or combined with other sessions in this toolkit. In particular:

  • The session outline on "Building resilience and change: Theory of Change for uncertain environments" builds on the outputs of the resilience framework session outline "Building resilience and change" by helping organisations translate risks, assumptions, and opportunities into a strategic pathway for change.
  • The "Funding, funding, funding" session can be used alongside the resilience framework to explore how financial dependencies, funding choices, and resource planning influence organisational resilience.

While each session is designed to stand alone, using them together can help organisations connect context analysis, strategic planning, and resource sustainability.
