European MOSAIC - The European Competitiveness Fund Infosheet

15/10/2026

The European Commission presented the proposal for the European Union’s (EU) new long-term budget for 2028-2034, aiming for a simpler, more focused EU budget. One of the key changes is the merging of existing programmes into broader, more coherent ones, and the European Competitiveness Fund (ECF) is the largest example. It brings together more than a dozen existing funding instruments; among them the Innovation Fund, Digital Europe, EU4Health, InvestEU, the European Defence Fund, the EU Space Programme, the LIFE Programme and the SME strand of the Single Market Programme.

This is the single biggest structural change in the next EU budget. Today, an organisation looking for EU support has to navigate more than a dozen separate programmes, each with its own rules, deadlines and application systems. The ECF replaces that with one rulebook and one entry point, and allows the EU to shift money between priorities during the seven-year period instead of fixing every allocation in advance.

This is the joint publication of the European Youth Forum and the European Movement International within the framework of the European MOSAIC project.

The new European Union (EU) long-term budget for the 2028–2034 period aims to be more flexible, more efficient, and less bureaucratic. For this reason, the European Commission is proposing to bring together EU funds implemented by EU Member States and regions under a single new instrument, known as the NRPPs. The money is to be spent through one plan, per country: a National and Regional Partnership Plan (NRPP).
