European MOSAIC - Erasmus plus Infosheet

15/10/2026

Erasmus+ is one of the biggest European Union (EU) programmes funded through the EU’s Multiannual Financial Framework (MFF). In other words, the EU’s budget for the next 7 years, that supports education, training, youth, and sport across Europe. It provides opportunities for students, teachers, young people, and youth organizations to volunteer, train, study or collaborate internationally, helping participants develop skills, gain experience abroad, and promote cultural exchange and inclusion. Alongside it, the European Solidarity Corps (ESC) is a distinct EU programme that funds volunteering and solidarity projects for young people.

Erasmus+ is often perceived as a student mobility programme, but it is much broader. It funds youth exchanges, youth participation activities, youth work, grassroots sport initiatives, adult education, and vocational training. Together, Erasmus+ and the ESC are two of the EU's main instruments supporting non-formal education, civic engagement, solidarity, and democratic participation.

This is the joint publication of the European Youth Forum and the European Movement International within the framework of the European MOSAIC project.

The European Commission presented the proposal for the new European Union (EU) long-term budget (2028-2034), aiming for a simpler, more focused budget. To achieve this, one key change has been the merging of existing programmes into broader, more coherent ones. The AgoraEU Programme is one of these, which merges the previous Creative Europe Programme and the CERV (Citizens, Equalities, Rights and Values) Programme.

One of the key changes is the merging of existing programmes into broader, more coherent ones, and the European Competitiveness Fund (ECF) is the largest example. It brings together more than a dozen existing funding instruments; among them the Innovation Fund, Digital Europe, EU4Health, InvestEU, the European Defence Fund, the EU Space Programme, the LIFE Programme and the SME strand of the Single Market Programme.

Most European Union (EU) revenue (65%) still comes from “GNI-based national contributions”: payments made by EU Member States that are proportional to the size of their economy (GNI = Gross National Income, something very close to GDP = Gross Domestic Product).
